Community Perspective: What Rural Maryland Needs From State Leaders

Living in Western Maryland, I've grown used to state policy conversations that seem to assume every county looks roughly like the Baltimore-Washington corridor. Broadband proposals, transit funding debates, even housing policy discussions often arrive already shaped by assumptions that simply don't match life in a county with more farmland than sidewalks.

This isn't a complaint about being forgotten entirely. Rural counties do get mentioned in state policy discussions. But too often, we're mentioned as an afterthought, a line item added to a proposal designed around denser, more populous parts of the state, rather than a starting consideration in how policy gets shaped in the first place.

Broadband is the clearest recent example. It took years of advocacy from rural county officials before state broadband expansion funding meaningfully prioritized the areas with the worst connectivity gaps, rather than spreading investment evenly across a state where needs are anything but even. Transportation funding debates show similar patterns, with proposals often built around corridor and transit needs that simply don't apply to counties where a car is the only realistic way to get to work.

None of this requires state leaders to abandon focus on the state's population centers, where the majority of Marylanders do in fact live. But it does require a more genuine habit of asking, at the start of policy conversations rather than the end, what a given proposal means for rural counties specifically. We're part of this state too, and our roads, our schools, and our economic challenges deserve to be part of the conversation from the beginning, not folded in as an amendment after the fact.
